May 28, 2010 Feng Shengbo, deputy director of China’s CDM Management Center, stated that China is drawing up a plan for a state-guided carbon market with “half-mandatory” emission reduction targets. Set to open in 2014, Feng said that the Chinese government will not run the market, but would step in “if the associations make misleading policy.” |
